In Rules update: Real Money Trading & Third Party Gambling

Thanks to everyone who gave feedback on our recent proposal. We’ve read through it all and have now finalised an update to the Real Money Trading guideline. The main goal is to stop third party casino and bookie platforms operating off the back of Torn, while keeping the impact on the community-run activities you already enjoy as small as possible.
Why we’re making this change
Third party casinos and bookies have operated in a grey area under our real money trading rules for too long, and we want to end that. The updated guideline makes it clear that buying into external gambling services with Torn currency or assets counts as RMT.
We also want to protect players from the harm unregulated gambling can cause. These platforms run with no oversight, no limits and no protections. As a business, we have to make sure the game stays compliant and isn’t linked to gambling operations we don’t run or control. We feel strongly that Torn shouldn’t be a place flooded with dodgy casinos, and this change makes sure it won’t be.
Regrettably, this also means off-site raffles, lotteries and bookies are included. I know some of you will be disappointed, and we tried hard to find a way to leave them alone. Plenty of people run and enjoy them in good faith; unfortunately, a few people have ruined it for everyone else. If we left these open, the huge number of casino sites out there would simply pivot to that model and carry on exploiting gamblers under a different name. We've tried to keep this as reasonable and unrestrictive as we can, which is why raffles hosted in the forums will still be allowed, since we have more oversight there.
What’s no longer allowed
- Third party casinos. This covers any external, player-run site or service where you buy in with Torn currency or assets to gamble on non-Torn content, such as slots, dice, roulette or card games.
- Third party bookies. This covers external platforms that take bets on events outside of Torn, such as sports books and accumulators.
- Off-site raffles and lotteries that cost Torn currency or assets to enter, including those run on Discord servers.
What’s still fine
- Betting on Torn events. Bets between players on wars, competitions and other in-game activity are still allowed.
- Forum raffles. Raffles hosted in the appropriate Torn forums are fine, as long as entries, the draw and the results are all posted in the forum thread. We know you’ll need a third party RNG tool to draw winners, and that’s fine. Raffles must still follow all existing Torn rules. For example, you can’t ask for forum karma in exchange for entries as the Advertising rules already prohibit this.
- Free entry giveaways and competitions. Giveaways and events that are free to enter, such as fantasy football or music league competitions with prizes for the winners, are still allowed.
- Game services. Services tied to specific in-game activities, such as loss selling and overdose insurance, aren’t affected.
The updated guideline
Real Money Trading: The exchange of currency or assets on Torn for real-world money or services is strictly prohibited. Examples of prohibited exchanges include but are not limited to receiving assets from other games for Torn cash and buy-ins to external gambling services unrelated to Torn activities. Real money trading directly affects Torn's economy and donation levels, while exposing our users to fraudulent activities. Staff proactively seek out buyers and sellers both on-site and externally, and no warnings are given for the first offense. Buyers will have their purchased goods removed and be subject to a lengthy game ban, whereas sellers will be banned permanently without recourse.
What about advertising?
We aren’t changing the Advertising rules. Third party casinos and bookies were previously allowed to advertise on Torn. Now that they’re no longer permitted under the RMT rules, they fall under our existing rules against promoting content, websites or services that aren’t related to Torn. You can no longer advertise them anywhere on Torn, including forums, chat, mail, the newspaper, profiles, faction pages and company pages.
When this takes effect
This change applies from Oct 1st 2026. If you currently run or hold funds with an external casino or bookie, please wind it down and may return players’ balances before then. If you have a forum thread advertising this service, please report it so staff can grave it in time.
If you’re unsure whether something you run is allowed, contact staff before you set it up. We’d much rather help you get it right than take action afterwards. Any existing newspaper advertisements will be removed, with any unused advertising costs refunded.
